Fallout 4 Settlers On Roof Fix

I was spammed with new settlers this game so i was constantly gettign hit with those new settlers arriving with 50 being averaged in and dropping 2 points off the current happiness.

I built a few settlements long rectangular open with 3 floors beds on bottom floor shops on second food and turrets on third with no roof on 3rd floor.
